
Tranzqual industry coverage – a guide
This industry coverage guide is for those who are responsible for signing up trainees, such as training providers, assessors and Tranzqual field staff.
As a recognised Industry Training Organisation, Tranzqual has gazetted coverage for the following areas:
- the commercial road transport industry
- the state sector and New Zealand Defence Force for road transport-related operations
- the stevedoring and ports industry covering port cargo handling, ship loading and unloading, and port marine services
- the road transport logistics industry (covering warehousing but not wholesaling)
- the freight forwarding and distribution sector, specifically related to the receipt, transhipment and breakdown of bulk, and packaging for re-consignment.
People who engage in industry training funded by Tranzqual must fit within this coverage. All trainees signed into Tranzqual Training Agreements must be employed by a company or employer that fits this coverage.
Tranzqual's decisions regarding coverage are final.

Determining fit with Tranzqual industry coverage
Trainee eligibility, in terms of industry coverage, is determined by identifying the core business of the company/employer as follows:
- for road transport the company is expected to be an identifiable transport operator
- passenger services includes buses, taxis, shuttles, and so on
- ports and stevedoring and associated cargo handling, ship loading and port marine services

for warehousing and logistics coverage:
- includes courier businesses (except cycle operations)
- includes freight forwarding and distribution
- does not include wholesale businesses, or warehouse operations owned by a retail entity
- includes all other warehouses.

State sector - further clarification
While Tranzqual coverage does include the state sector, this applies to road transport-related operations only.
At present Tranzqual supports the Department of Internal Affairs - VIP Transport Services and NZ Defence (Army) only. Any other inclusion is at the sole discretion of Tranzqual and may be decided following discussion with The Learning State (Public Sector ITO).
Training for state sector trainees for driver licence purposes is not eligible for Tranzqual funding.
Intent to complete programmes
All trainees who enter into a Training Agreement and who receive Tranzqual funding support are required to commit to completion of a Limited Credit Programme (LCP) as a minimum or a full National Qualification.
Note: only TEC approved LCPs are valid. Any selection of unit standards used to make up a package of learning for a driver's licence (with the exception of Class 2) does not constitute an LCP, even if it is 20 or more credits.
