Changes to the NZ qualifications system

In June 2010 the NZ Qualifications Framework (NZQF) was established to bring all quality assured qualifications , ITO qualifications, Polytechnic qualifications, PTE qualifications and University qualifications, into one system.

The NZQF is intended to be an easy to use system that makes qualifications, and qualification pathways, clear for learners, parents and employers.

Key features of the NZQF:

  • the separation of qualifications and the courses that lead to them
  • a reduction in the number of qualifications at levels 1-6 (certificates and diplomas)
  • increasing industry, sector and community participation in the development process.

Mandatory reviews

In order to progress the new NZQF, qualification developers in the non-university sectors must review their qualifications together over 2011-2014. The review schedule is being overseen by NZQA.

Qualification developers must address any duplication in the existing qualifications and develop new qualifications that can be delivered in different contexts to the same national standard.

This means that ITOs, Polytechnics and PTEs who have qualifications in the same industry or sector will need to agree on:

  • who will run the review process and be responsible for monitoring course outcomes
  • who the mandatory industry representatives and sector leaders are
  • the review methodology and how costs will be shared
  • the timeline for consultation and development to take place.
