The Qualifications Team at Tranzqual develops and reviews unit standards and national qualifications as well as resources to support training and assessment. This page provides our team’s latest news on these activities.
Our aim is to produce relevant, user-friendly qualifications and resources. To achieve this we need advice from industry people. Tranzqual ITO was known as the NZ Road Transport & Logistics ITO up until our rebranding in January 2007. Since that time we have been updating assessment material and study guides with our new Tranzqual brand. Most importantly, we have been applying our new quality requirements. This updating work is prioritised by unit standard usage. We also welcome suggestions for any product requiring urgent attention. Please email your advice to resources@tranzqual.org.nz.

Passenger Service Review
The Passenger Service domain unit standards are due for review, which in turn will require reviews of the following qualifications:
- National Certificate in Commercial Road Transport (Taxi Operations)
- National Certificate in Passenger Service (Large Passenger Vehicle) with strands in School Bus, Urban and Local Route, and Long Distance.

Dangerous Goods Assessment Material for Unit Standard 16718
Tranzqual ITO has updated the Version 3 Assessment Schedule and Marking Guide. The new Assessment Schedule and Marking Guide is Release 2. This is an update to the assessment schedule – NOT the unit standard. All new orders for Assessment Schedules are being filled with this new release.
Assessors may continue to use their old stock of the replaced Assessment Schedule until 31 March 2008. The old Marking Guide will be available from the download section of the website until that date. For more information or to comment email resources@tranzqual.org.nz.
Goods Service Unit Standards 22215 and 22216
These unit standards were designed to recognise the skills and knowledge beyond those required to obtain a full Class 5 driver licence. However, the structure of the unit standards has raised assessment issues leading reviews commencing in November 2007. For more information or to comment email resources@tranzqual.org.nz.
School Bus Limited Credit Programme (LCP)
The School Bus LCP will be revised to take into account the redundancy of 15164. The new logbook unit standard 24089 will replace 15164, while1734 will be moved to the elective section of the qualification. For more information or to comment contact Jennifer Couper.
Stevedoring and Ports Industry
Reviews of the National Certificate in Stevedoring and Ports Industries (Cargo Handling) and the National Certificate Stevedoring and Ports Industries (Cargo Operations) with strands in Cargo Supervision and Cargo Planning are currently underway. Version 2 of the National Certificate in Stevedoring and Ports Industry (Log Handling and Ship Loading) (Level 3) was registered on the National Qualifications Framework in May 2007. See the new version of this qualification here.
Driver Licence Classes Unit standards 16605 – 16610
We are wondering whether we should expire these unit standards?
In the 1990s, a legal glitch arose with the original driver licence class 2 – 5 unit standards 17574 to 17577. Due to the Land Transport Rule, candidates already holding a particular driver licence class received via a testing officer, could not then undertake the corresponding unit standard assessment for qualification purposes. To alleviate this situation, unit standards 16606 to 16609 Demonstrate knowledge and skills required for a full Class 2 (3,4,5) driver licence were registered.
The legal glitch has long since been rectified and candidates can undertake, as appropriate, assessment against 17574 to 17577 regardless of whether they already hold that particular driver licence class.
This means the reason for unit standards 16606 to 16609 no longer exists, leading us to question their continued usefulness. For more information or to comment email resources@tranzqual.org.nz.
Transportation of Waste and Recoverable Resources Unit Standards

Heavy Haulage Unit Standards and National Certificates
New national qualifications based on the recently registered Heavy Haulage unit standards are currently with NZQA for evaluation and registration onto the National Qualifications Framework. For more information please email Adrienne Bull.
Reviews of Driver Licence Endorsements for Wheels, Tracks, Rollers and Forklifts - 16701-3 and 18496

The National Certificate in Commercial Road Transport (Introductory Skills)
This qualification was designed for young people entering industry. It covers literacy, numeracy, safety and core driving knowledge and skills. However, the new NCEA system means many secondary school students now use these credits towards their NCEA rather than as an introductory trade certificate. If this is so, should we expire this qualification? Please respond to resources@tranzqual.org.nz.
Goods Service Qualification Review
The following qualifications have been reviewed to incorporate changes resulting from the redundancy of 15164 and to also include new core skills and key road transport unit standards. They are currently being quality assured before submission to NZQA.
- NQF Ref: 1228 National Certificate in Goods Service (Heavy Vehicle Driver)
- NQF Ref: 1229 National Certificate in Transportation of Bulk Dangerous Goods by Road
- NQF Ref: 1230 National Certificate in Transportation of Livestock by Road
- NQF Ref: 1231 National Certificate in Transportation of Perishable Products by Road
- NQF Ref: 0942 National Certificate in Commercial Road Transport (Logging Truck Driver)

The National Diploma in Road Transport Management
New and reviewed Road Transport Management unit standards were registered on the National Qualifications Framework in June 2007. The review of the National Diploma in Road Transport Management is currently underway.

Distribution Review
The Retail ITO is reviewing its Distribution Domain’s national qualifications and unit standards. Tranzqual ITO uses this domain as a basis for our Coldstorage Industry qualifications. Changes resulting from the Retail ITO’s review will be used to inform our own review of the Logistics Operations Domain in 2008. For more information or to comment contact Ian Funnell.
Resource Update
Heavy Haulage Domain Assessment Material
The study guide and assessment material for unit standard 23436 (BESS) are being revised following a July 07 Pilot Assessor Workshop. Assessment material for other new unit standards in this Domain will be developed over the course of 2008. For more information or to comment contact Adrienne Bull.
Assessment Material and Study Guides for LCPs
New assessment material and study guides for the following Limited Credit Programmes (LCPs) are in development with the publication of comprehensive kits of these products scheduled before 2008:
- Taxi Driver LCP (Transport of Passengers with Special Needs)
- School Bus Driver LCP

We are applying higher standards of quality to our publications than ever before. This has delayed the launch of the Plain English Core Driving Unit Standards Resources, but will result in much more useable products for assessors and their candidates.
